The local government of Kalibo will undertake
a periodic review of Municipal Economic Enterprises Development Office (MEEDO)
to smoothen and to profitably manage its operations.
MEEDO divisions are under fire for not-so-good
performance in revenue collections, said Sangguniang Bayan member Augusto
Tolentino.
“Ma estudyohan ro ano dapat
ag indi dapat sa MEEDO ag ma-streamline ro mga divisions, duyon ro gina obra makaron it munisipyo,” he added.
MEEDO was created through Ordinance No. 2010-001 before three-termer
Kalibo mayor Raymar Rebaldo stepped out into office in 2010.
According to
Commission on Audit report, the General Fund still subsidized the operations of
the MEEDO.
Tolentino said MEEDO was established out of “special
and political accommodations for the supporters of the former Kalibo mayor” who now heads some
of the divisions of economic enterprises.
Among the divisions of MEEDO being publicly
scrutinized for low revenue collections are Administrative and Public Affairs
Information Communications, Agricultural Services, Tourism and Cultural Affairs,
Market Administration, Building and Grounds Maintenance and Cash Division.
These divisions are in charged in the
issuance of permits for fishing and registration of large animals, operations
and maintenance of Kalibo public market, fruit stand and Kalibo shopping
center, dog pound, municipal abattoir, solid waste facilities and plant nursery
in Tinigao and Nalook.
Other divisions are processing the permits to
utilize function halls, parks and exhibit areas, radio advertisement and
commercial plugs and are also offering services for veterinary and meat
inspection and operate the Kalibo Ati-Atihan County Inn, among others.
Tolentino said, “in the interest of
efficiency and economy, these divisions must be restructured and streamlined to
sustain, manage and operate a self-reliant MEEDO and to generate revenues for
Kalibo and improve service delivery."
