Aklan guv orders probe on provincial jail shooting
BY BOY RYAN B. ZABAL / Panay News

KALIBO, Aklan – Gov. Carlito Marquez ordered a thorough investigation of the shooting incident involving two provincial guards at the Aklan Rehabilitation Center (ARC) in Brgy. Nalook on Sunday morning.
Marquez said an independent investigating committee will look into the incident.
"In the wake of the shooting incident inside the prison facility, we will conduct an in-depth probe to determine the liability of those involved," the governor said over DyRU Super Radyo.
Marquez also directed Provincial Warden Cristito Angob to submit an incidental report to the Aklan Police Provincial Office (APPO).
In his report to Marquez, Angob said jail guards Debonair Judenel Matorres and Edwin Villanueva engaged in a heated altercation before they fired shots around 9:25 a.m.
Initial investigation revealed that Villanueva was standing at the basketball court in front of the ARC lobby carrying an armalite rifle when Matorres approached him and took the rifle.
Matorres then proceeded to a kubo occupied by inmate Percival Relimbo while Villanueva went to the inspection area to join the other provincial guards on duty.
"Ano ba ang kasalanan ko sa iyo, pre, may galit ka ba sa akin? Bakit doon pa sa harapan ng maraming bisita mo kinuha ang armalite rifle? Napahiya tuloy ako. Sana tinawag mo ako sa inspection area at dito mo kunin ang baril (Did I do something wrong to you, buddy, are you mad at me? Why did you get the armalite rifle in front of the visitors? I was embarrassed. You should have summoned me to the inspection area and get the rifle from me)," Villanueva told Matorres.
Matorres only replied, "Eh, ano ngayon? (So what?)," walked away and took cover behind a mahogany tree. He then fired one shot at the inspection area where Villanueva and the other personnel are waiting for visitors.
Villanueva, sensing that he was the target of Matorres, managed to grab the rifle of provincial guard Dolor and returned fire.
Fortunately, the other jail guards managed to pacify the two.
Angob said the concrete wall of the guard house was hit by the shot fired by Matorres. No one was reported injured during the incident.
