Pollution
Abatement Systems Specialists, Inc. (PASSI) of Cebu City entered into a
Memorandum of Understanding (MOU) with the town of Kalibo for a comprehensive
feasibility study to modernize the solid waste management and garbage
collection.
Municipal
Planning and Development Coordinator Engr. Marlo Villanueva said PASSI will
engage in a two-month study which includes the financial, technical and socio-economic
and environmental impact assessment of the project.
“The
in-depth and detailed feasibility study of PASSI at no cost to the local
government of Kalibo is a good move in response to the pressing problem of
solid waste management,” he said.
PASSI
represented by president Engr. Julito Pogoy and Kalibo mayor William Lachica
signed the MOU on Wednesday afternoon.
As
part of the conditions, PASSI will conduct a feasibility study until July 21,
2014 to determine the viability of managing the waste produced by the collected
garbage of Kalibo in coordination with the solid waste management office of
Kalibo.
Villanueva
said, “the joint venture in the near future will also improve the waste disposal
in the 2.7 hectares Kalibo dumpsite and will
address the significant risks to public health and environment."
The
Cebu-based company is primarily engaged in health care waste collection and
transporting, environmental management systems, pollution control systems,
material recovery facility and black soil production.
In
2010, PASSI had its first venture deal with Puerto Princesa local government
for a medical waste treatment plant.
In
Cebu City, the company has adopted a modern autoclave treatment facility that utilizes heat, steam and pressure of an
industrial autoclave in the processing of medical and septic waste.
