BY BOY RYAN B. ZABAL

KALIBO, Aklan – The Sangguniang Panlalawigan of Aklan has approved the supplemental budget totaling P81.3-million, mostly for salary adjustments of provincial government employees.
In a press statement, the supplemental budget under Appropriation Ordinance No. 2010-004 serves as additional payments for the P29.013-million salary adjustments of regular employees of Economic Enterprise Development Department (EEDD) and the P2.9-million for salaries of newly created positions.
The second biggest portion of the budget includes the P15-million for salary adjustments of employees of the provincial government under the General Fund. Under the appropriation ordinance, five percent of the P1.5-million from the General Fund goes to the Calamity Fund and P6.07-million or 20 percent is earmarked as additional development fund.
Aklan Governor Carlito Marquez sought the approval last week of the supplemental budget backed by P30.3-milion increase in the Internal Revenue Allotment (IRA) of the province this year and the unappropriated balance for salary increases in the 2010 budget of P21.151-million for plantilla positions in the General Fund and P29.820-million for EEDD.
Last year, the Aklan SP approved the 2010 budget of P949-8-million, of which P392.25-million is allocated for EEDD and P557.60-million for General Fund.

With all these budget for salary adjustments, are the people of Aklan going to get better service from these government employees. There is no more opposition party in Aklan. Budget like this one gets pass or approved without any opposition. The taxpayers and people of Aklan will lose at the end.
