Comelec told candidates: File your sworn statement of election expenses before June 9

KALIBO, Aklan – All candidates – winning and losing – of the first automated elections are required to submit their sworn and itemized statement of contributions and expenses not later than June 9 or within 30 days after the May 10 elections, the Commission on Elections (Comelec) reminded the candidates.
Comelec records showed that 41 candidates for mayor, 37 for vice mayor and 322 for councilor, 20 for Sangguniang Panlalawigan, three aspirants for governor, two for vice governor and a congressman filed their certificates of candidacy for the May 10 elections in the province of Aklan.
Under the law, local candidates in Aklan with political parties are supposed to spend P3.00 for each registered voter and P5.00 for every voter in Aklan for candidates without any political party or without support from any political party.
Almost 316,000 voters are registered in the 17 municipalities throughout the province of Aklan, the Comelec data stated.
Under Comelec Resolution No. 8944, all candidates, national or local, who filed their certificates of candidacy should submit a “full, true and itemized statement of all contributions and expenses in connection with the May 10, 2010 elections.”
The sworn statement of expenses and contributions could be submitted in the local Comelec office by all candidates who run for elective positions. The failure to comply with the requirement, Comelec said, especially those candidates who won in the elections, would not be allowed to assume their post.
An administrative fine for the offenders from P1,000 to P30,000, at the discretion of Comelec, to be paid within 30 days from receipt of notice of the failure to submit their sworn statements or enforceable by a writ of execution issued by the Comelec against the properties of the violators.
For a second or subsequent offense, an administrative fine ranged from P2,000 to P60,000 and the perpetual disqualification to hold public office.
The poll body said those who run for congressman, governor, vice governor and provincial board members can file their itemized statement with the Comelec provincial supervisor. For those candidates for councilors, mayors and vice mayors can file their statements with their respective municipal election officers.
