Aklan PNP awards ‘partners’ from NGOs, media, LGUs

KALIBO, Aklan – The Aklan Police Provincial Office (APPO) has recognized the unit awardees, individuals and non-government organizations for their exemplary performance in 2009 during the 19th Philippine National Police (PNP) anniversary on Monday morning at Camp Pastor Martelino.
Senior Superintendent Epifanio Bragais, Jr. said the partners from the local government units, government agencies, media, civic and non-government organizations immensely contributed to the over-all vision and mission of the APPO last year.
The awarding ceremony was graced by Police Regional Office (PRO)-6 Chief of Directorial Staff Senior Supt. Edgar Layon, former Aklan police director Senior Supt. Clarence Guinto, Kalibo mayor Raymar Rebaldo, Numancia mayor Elverita Templonuevo, Aklan Rep. Florencio Miraflores, Provincial Administrator Atty. Diego Luces, - Public Safety Mutual Benefit Fund, Inc. (PSMBFI) president Retired Police Director Efren Q. Fernandez and PRO-6 regional chaplain Supt. Joel Barallas.
The unit and individual awardees are:- New Washington Police Station as Model Municipal Police Station. The station is number one in the over-all performance evaluation rating in 2009. The award was received by chief of police Senior Inspector Oscar Panambo;
- Aklan Provincial Crime Laboratory Office as Model National Support Unit for 2009. It contributed in the speedy resolution of heinous cases in Aklan, among others, the immediate filing of murder cases the suspects of British national Paul Anthony Roberts. The award was received by Supt. Georby Manuel.
Senior Insp. Oscar Panambo as Best Police Commissioned Officer. He performed well to his assigned tasked as Officer-in-Charge of Provincial Operation Branch despite the demanding schedule as New Washington chief of police.


- SPO2 Reynaldo Macario as Best Senior Police Non-Commissioned Officer for his dedication and commitment in the successful series of drug raid operations in the province.
- PO3 Dixter Bonyog as Best Junior Police Non-Commissioned Officer. Bonyog exerted extra efforts and sacrifice his personal time to support the projects and programs and administrative works of APPO
- Wilyn Magsisi as Best Non-Uniformed Personnel (NUP) for her untiring service and devotion to duty to support the implementation programs and command activities
- SPO4 Domingo Mandapat for his invaluable support and his exemplary leadership, personal sacrifice and commitment to duty as Provincial Executive Senior Police Officer of Aklan Police Provincial Office
APPO also awarded plaque of recognition to:
- Aklan Rep. Florencio Miraflores and Aklan Governor Carlito Marquez for their assistance and support to the various projects and programs
- PSMBFI president Efren Q. Fernandez for the financial and educational assistance to PNP scholars, donations of high-tech information communication technology to hardware Sangguniang Panlalawigan member Nemesio Neron for enacting laws and ordinances beneficial to the campaign against criminality
Retired Chief Insp. Rodolfo de Vicente, chairman of the Council of Community Elders and Lay Minister of St. Ignatius Loyola Chapel for helping the Aklan PNP personnel in their moral recovery programs

- Retired Chief Insp. Hilario Seraspi, Jr., president of Aklan Pistol, Rifle and Shotgun Association for his voluntary instructor/trainor during the markmanship trainings and shooting competitions of PNP personnel
- 2Lt Pepito Ruiz, founder of Society of Enthusiastic Aklanon for Life Saving Services, Inc. (SEALS) and action officer of the Provincial Public Safety and Emergency Management for his voluntary time and efforts rendered during expert trainings on disaster preparedness/emergency and first-aid trainings
- Christ the King School for its aggressive reaching out the programs and thrusts of the PNP by inculcating good moral values and religious aspects and active support of the Integrated Transformation Program to become more capable, effective and credible police force. The award was received by School Administrator Rev. Cezar Indelible

- Wayne Malilay, Ananias Solina and Proculo Ilejay for their support to various projects and programs off the Aklan Police Provincial Office
- Cedric Sazon, president of Panay Telephone Corporation, for his support by providing improvement to the Information Communication Technology (ICT) requirements of the Aklan PPO, thus enhancing the communication system of all 17 municipal police stations in Aklan and giving free Wifi internet connection for Aklan PPO
- Aklan Police and Defense Press Corps represented by its president Boy Ryan Zabal. APDPC is an institution actively helping and supporting the PNP through press releases for publication to several national, regional and community newspapers, radio and TV announcements relative to the programs, accomplishments and projects of the APPO, thus, garnering the good media working relationship
- Francis Barcelo for extending his precious time and efforts as conductor/trainor of the first choir of Aklan PPO
- Soroptimist International-Aklan Chapter, an institution who supports the PNP in the campaign for the protection and rights of women and children
- Johnny Auyong, president of Chinese Chamber of Commerce-Aklan Chapter for extending support to various programs and projects of APPO
In 2008, APPO was cited as the Best Provincial Police Office and the pilot project of the Model Police Station (MPS) of the PNP.
