KALIBO, Aklan – The Philippine National Police (PNP) declared this town “generally peaceful”, with the local police posting a 100 percent efficiency rating in solving crimes for the February 16, 2006 to July 15, 2006 period.
Index crimes – crimes committed against persons or properties such as murder, physical injuries, frustrated murder, grave threats, attempted homicide, rape, robbery, theft, violation against women and their children and unjust vexation – reached 20 cases only, said SPO3 Alfonso Manoba Jr., investigator of the Kalibo PNP.
On the other hand, non-index crimes – those committed in violation of special laws such as against estafa, carnapping, possession of deadly weapons – rose to 16 incidents, or 44 percent of the total crime volume for the same period.
“The overall crime solution efficiency (CSE) was 100 percent on 36 crime incidents due to strong community support and police network in the barangays,” Manoba stressed.
Records showed that the crime volume from June 16 to July 15, this year, posted four crime incidents from a high of 10 from February 16 to March 15. Two cases of rape, one murder and two attempted homicides, were also registered for the period.
Headed by Chief Insp. Arnold Ardiente, the Kalibo police station was declared the Most Citizen-Friendly Police Station in Western Visayas last year.
Two weeks ago, the PNP Regional Internal Affairs Services (RIAS) also hailed the performance of the Kalibo PNP’s 58-strong personnel during the Operational Readiness Site Inspection Test and Evaluation (Orsite).
For his part, Mayor Raymar Rebaldo also lauded the efforts of the local police in providing maximum police visibility, saying, “the police officers conducted constant police patrols and maintained visibility, especially at night.”
“We have organized the different sectors of the community for crime prevention, conducted information dissemination through lectures and briefings about crime prevention, continued the case-tracking of open cases, set up choke-up points and checkpoints to lessen crime,” Rebaldo said in his State of the Municipality Address (SOMA) last Friday.
To complement the campaign against lawless elements, the local government of Kalibo also fielded additional service vehicles for Kalibo PNP and implemented the Professionalization Program and Basic Training Course to 196 barangay tanods from 16 barangays.
