Rise Up Aklan urged Typhoon Yolanda survivors who failed to receive the ‘controversial’ emergency
shelter assistance (ESA) to avail the P5,000 Presidential Assistance Fund.

Rise Up Aklan, a broad
alliance of Yolanda survivors and people’s organizations in Aklan, was formed
in the aftermath of devastation of Typhoon Yolanda in 2013. It is also a member
organization of Kusog Sang Pumuloyo in Panay Island.
In Kalibo, thousands of Yolanda victims who did not receive the Emergency Shelter Assistance (ESA) undergo verification first before they are entitled to get the assistance fund.
Kim-Sin Tugna, Rise Up Aklan coordinator, said the beneficiaries are required to accomplish the Financial Assistance Application Form under Memorandum Circular No. 3.
“Coordinate and seek the
help of Rise Up coordinators and field validators in your barangays or
towns,” Tugna told the Yolanda survivors.
Tugna said Rise Up Aklan is involved in the validation and verification of Yolanda victims in the affected towns to eliminate “patronage and disproportionate allocation among victims.”
In the province of Aklan, more than 20,000 households failed to get their ESA from the national government. To address the appeal of Yolanda survivors, President Rodrigo Duterte committed to grant P5,000 assistance to rebuild their houses and lives, which is funded from the Socio-Civic Projects Fund of the Office of the President.
Only those households damaged by Typhoon Yolanda and in the lists of People’s Organizations and Non-Government Organizations on or before November 8, 2016 and have requested assistance from the Department of Social Welfare and Development (DSWD) are eligible to receive the P5,000 cash aid.
Beneficiaries should be also in the lists of unfunded ESA family-beneficiaries to the Department of Budget and Management (DBM) on June 22, 2016 to qualify for the financial assistance.
Tugna said the President’s financial assistance will be given to eligible beneficiaries for the next six months beginning this April through a cash card issued by a government bank from the list of households submitted by DSWD VI-Field Office and Central Office.
Two years ago, the national government issued Memorandum Circular No. 24 through the DSWD. According to Rise Up Aklan, the MC 24 was designed “to calm down the rage of frustrated Yolanda survivors with the promised ESA and a cover-up for lack of seriousness of the previous administration to provide assistance.”
“We were fighting for more than three years to get the ESA but thousands of Yolanda victims were not able to avail it,” Tugna said.
