House Bill No. 113 authored by
Aklan Rep. Teodorico Haresco, Jr. for an Aklan Airport Authority has been pending
with the Committee on Government Enterprises and Privatization of the 16th
Congress.
The house committee chaired by North
Cotabato Rep. Jesus Sacdalan held a congressional meeting with the Committee on
Transportation on February 19.
It was referred to the committees on July 23, 2013. The bill will become law once the Senate passes it.

Once enacted, the bill will
create an eleven-member governing body comprised of government representatives
responsible for the operations of Kalibo International Airport, as well as Caticlan
Airport in Malay, Aklan.
The airport authority is seen to rationalize
operations and to enhance the competitive edge of Kalibo International Airport
and Caticlan Airport in the global tourism.
It will be an attached office of
Department of Transportation and Communications (DoTC) established to promote
and develop international air traffic in the Visayas regions and to upgrade the
services and facilities of the airports.
The bill specifies that the
airport authority’s chairman is the DoTC secretary and the general manager of
the Authority as the board’s vice chairman.
Other members of the board are
Finance Secretary, Tourism Secretary, the Chief of Staff of the Armed Forces of
the Philippines, the Commissioner of Immigration and Deportation and the Aklan
Governor.
Four board members, all residents
of Aklan and from the private sector, will be appointed upon recommendation by
the Aklan Governor.
In his explanatory note, Haresco
cited the need for an independent airport authority to oversee the economical,
efficient and effective control, management and supervision of the two airports
in Aklan.
