MKWD to present septage management feasibility study

KALIBO, Aklan – In line with the government thrust to provide safe water supply and sanitation services, the Metro Kalibo Water District (MKWD) will present the project feasibility study on septage management on Tuesday morning at Café Latte here.
MKWD general manager Engr. Renato Albar said the project study is designed by the Philippine Water Revolving Fund Support Program (PWRF-SP).
PWRF team of experts assisted the MKWD management to undertake the preparation of a feasibility study for septage management services covering the Kalibo coverage area.
PWRF is a collaborative undertaking of government partners - Department of Finance, Development Bank of the Philippines and Municipal Development Fund Office (MDFO), the United States Agency for International Development (USAID), JICA, and the private financing institutions through the Bankers Association of the Philippines and LGU Guarantee Corporation (LGUGC).
By 2015, the national government is committed to provide an additional 14–15 million people with access to safe water and sanitation services.
Albar said the septage management program will address the necessity of a sewerage and sanitation services as mandated by Presidential Degree 198, otherwise known as the Provincial Water Utilities Act of 1973 and Republic Act 9275, otherwise known as the Philippine Clean Water Act of 2004.
“These necessarily require the need of a must involvement, participation and support of private and government sectors particularly the local government units for a successful, viable, development, implementation and operation of sewerage and sanitation services in the community,” he added.
The PWRF Support Program primarily aims to establish the co-financing program and develop a long-term financing strategy, strengthen water and finance sector enabling conditions vital to the PWRF Program’s success, including corollary regulatory reforms; and assist water service providers and LGUs in developing a pipeline of viable projects.
The program uses innovative financing tools to support new infrastructure investment and strengthen water and financial sector institutions to improve access to and delivery of safe water and sanitation services to millions of people.
Since the inception of the PWRF Support Program, PFI lending for water supply projects has grown. To date, a total of 10 water districts are accessing PFI loans, with a total volume of $ 20M.
