KALIBO, Aklan - The new members of the Aklan Sangguniang Panlalawigan has adopted and approved its internal rules and procedures on Thursday afternoon.
In its inaugural session, the regular members of the Sangguniang Panlalawigan and sectoral representatives unanimously adopted the existing rules of procedure in accordance with Section 50 (a), Chapter 3, of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, which provides for the legislative council on the first regular session following the election of its members and within 90 days to adopt its internal rules and procedures.
In the morning, Aklan Governor Carlito Marquez presented his proposed programs and projects for 2010 to 2013 and in the afternoon, the Aklan SP resumed its first regular session until 5 p.m.
The legislative council chaired by Vice Governor and presiding officer Gabrielle Calizo-Quimpo also approved the 21 standing committees chairmanships and its members for the next three years.
Three-termer SP member Selwyn Ibarreta retained his two major committees - Laws, Rules and Ordinances and the Appropriation, Budget and Finance and Ways and Means while reelected SP member Gerick Templonuevo got the Human Resource and the Public Works, Housing and Urban Relocation committees.
Neophyte SP member Victor Manuel Garcia chaired the Oversight Committee while newcomers - Phoebe Clarice Cabagnot got the Labor and Employment committee and Jose Enrique Miraflores of Tibyog Akean secured two committees - Tourism, Trade, Industry and Commerce and the Good Government and Public Accountability.
Rodson Mayor, who ran and won his reelection under Tibyog Akean, grabbed the Education, Culture, Science and Technology and the Energy, Public Utilities, Transportation and Facilities committees. SP member Daisy Briones of Tibyog Akean, for her part, retained her Committee on Women and Family Welfare and heads the Games and Amusements.
Reelected SP member Jean Rodriquez of Tibyog Akean retained her Committee on Health and Social Services and secured the chairmanship of the committee on Human Rights. SP member Nemesio Neron also retained his committee on Disaster Preparedness and Peace and Order and will handle the Cooperatives, Food Agriculture and Environmental Protection committee.
Three-termer Kalibo mayor and now SP member Raymar Rebaldo also got two committees - Internal Ethics, Privileges and Discipline and the Local Government. The ex-officio members, namely, Teody Masangya, Sr. of the Association of Barangay Captains retained his Barangay Affairs committee and Jun Rey Tordecillas of the Federation of Sangguniang Kabataan for his committee on Youth and Sports Development.
Meanwhile, the Aklan SP, witnessed by Aklan Governor Carlito Marquez, has awarded plaques of appreciation to outgoing SP members - Jose Yap, Ramon Gelito, Plaridel Morania and Wilbert Ariel Igoy for their dedication and contribution to the achievements of the provincial legislative council while certificates to the reelected SP members and 'tokens' from Vice Governor Calizo-Quimpo were distributed to newly elected legislators.
