Aklan guv urges SP to revisit investment incentives code

KALIBO, Aklan – To sustain the development efforts of the province, Aklan Governor Carlito Marquez has urged the Sangguniang Panlalawigan to revisit the investment and incentives code, especially the power generation through renewable energy resources
Marquez said projects in the towns of Banga, Libacao, Nabas and Madalag are at various stages of implementation utilizing the renewable energy resources. In Madalag, Oriental Energy Corporation is investing an 18 megawatts hydropower facility, the Asea One Power Corporation in Banga with its 12 MW biomass plant, Sunwest is also investing in 20 MW mini hydro-power projects and the 18 MW wind power projects in Nabas.
“We owe it to ourselves to provide full support and commitment to these projects that can provide us cheap and reliable energy. And in line with this power generation objective is the massive planting of trees which not only insure the preservation of our watersheds but also absorb carbon dioxide emissions,,” he said.
The governor also thanked the legislative council for endorsing the biomass plant project in line with Republic Act 9513, An Act Promoting the Development, Utilization, and Commercialization of Renewable Energy Resources.
“At stake here are not only our dreams of economic prosperity for Aklan but the very survival of mankind. Climate change, the threats of global warming and extreme weathers are real. Another typhoon Frank and the economic gains that we have made in so many years will come to naught. We will be back to square one. Zero. And this holds true with the rest of the country and the world,” he added.
Marquez said Section 294 of the Local Government Code provides the incentive of 80 percent of earnings derived from developing the renewable energy resources being applied solely to lower the cost of electricity in the local government unit where such plant or facility is located.
Vice Governor Gabrielle Calizo Quimpo, for her part, said the Aklan SP has been liberal and critical in granting the request of the provincial government to enter into agreements with national government entities and agencies in the implementation of social, economic and infrastructure programs.
Quimpo said the legislative council has enacted landmark legislations like the Environment Code of Aklan, the Aklan Tourism Code, Aklan Children’s Code and the Aklan Investment Incentive Code to support development programs of the provincial government.
