Comelec to resolve ‘tiff’ on Aklan SP seniority

KALIBO, Aklan – The Commission on Elections (Comelec) has 60 days from May 14 elections to resolve the ranking of Aklan Sangguniang Panlalawigan (SP) members.
“The votes of an SP member are proportion to the number of registered voters in each district to determine their ranking and eventually answer the question on who is the legitimate senior board member,” Comelec acting Provincial Election Officer Lorena Tumbagahan said over Bombo Radyo Kalibo.
Former Aklan provincial director and political rookie Nemesio Neron (United Opposition) said he should sit as Senior Board member after he garnered the highest votes against closest rival Selwyn Ibarreta (Tibyog Akean) in the recently concluded elections.
Under Article 83 of the Local Government Code of 1991, the ranking in the Sanggunian for the purposes of succession is determined on the basis of the proportion of votes obtained by each winning candidate to the number of registered voters in each district.
Aklan has two districts – Eastern (Kalibo, Banga, New Washington, Balete, Batan, Altavas, Madalag and Libacao) and Western (Numancia, Makato, Lezo, Malinao, Tangalan, Ibajay, Nabas, Malay and Buruanga) with 273,709 total registered voters.
Ibarreta garnered 44,137 votes out of 125,308 registered voters in the Western District or 35.22 percent. Reelectionist Pedro Garcia (Kampi-Tibyog Akean) got 41,646 votes or 33.23 percent.
Neron obtained 47,264 votes out of 148,401 registered votes in the Eastern district. Although Neron tallied 3,127 more votes than Ibarreta, he only got 31.84 percent of the votes in his district.
Ibarreta said “the high turn out of voters at 75 percent in the Western District compared to Eastern District affected the ranking of Aklan SP members.”

TRADITION?
Outgoing vice-governor Ronquillo Tolentino (1998), former Aklan solon and incoming vice governor Gabrielle Calizo (2001) and former Banga mayor Dr. Stevens Fuentes (2004), all from Eastern District and from Tibyog Akean were elected senior board members.
“It is a tradition of Aklan SP that the senior board member came from the Eastern district. Let us end this politicking for the interest of our constituents,” oppositionist Neron stressed.
Over DyRG Budyong ng Kalibo, Ibarreta is opened to the ‘power-sharing scheme’ with Neron to resolve the seniority.
Ibarreta also rebuffed the traditional practice of electing a senior board member from Eastern District despite the provisions of the Local Government Code.
